More bad culture?

NASA is eager to explore the Moon and Mars but curiously uneager to send astronauts to repair Hubble. What's wrong with this picture?
As I researched my article on the Hubble Space Telescope for the November issue of Astronomy, I attended hearings and interviewed experts both in and out of NASA. I was struck by the almost brash confidence expressed by NASA engineers and officials regarding their ability to carry out an untested robotic servicing mission to Hubble.
